TLDR: Zero soundproofing in the floors and ceilings. Third floor apartment bedrooms are directly below penthouse kitchens/living areas, and you will be kept awake if they stomp/bang around all night. Shenny has zero empathy, is deeply condescending and patronizing, ignores emails, refuses to respond in writing, and refuses to put me in contact with the company who owns the property. Andy ignores all of my emails and is never around. Maintenance enters the apartment unannounced on totally different days than scheduled, even while I'm sleeping. - Very soon after moving in, it became clear that there is zero soundproofing between the floors and ceilings. I can hear loud banging, scraping, dragging, and stomping on the ceiling, at all hours of the day and night. These noises are so loud that I can hear them while wearing foam earplugs with a 32 db NRR and running multiple white noise machines. These noises occur on a near nightly basis, going till 3 am or later and starting up again as early as 5 or 6 am. This is a clear violation of legally mandated quiet hours and has caused me severe sleep deprivation that damaged my mental and physical health and performance at work. Over the course of ten months I have filed noise complaints through the resident portal, and I also have sent video and audio recordings of the noises directly to Shenny. The noises haven't stopped, and my complaints and questions have been mostly ignored and the situation has not been resolved by management. One early morning during quiet hours, I was woken up by the sound of loud hammering on my bedroom ceiling. I can't imagine what was happening up there, but it sounded like a literal hammer. A day or two later, I was forced out of bed when water started pouring through the same area of my bedroom ceiling, flooding my bed and floor. Afterwards, I went to the management office to talk to Shenny. I asked her if the building could please investigate the source of the noises, the hammering, and now the flooding, but she dismissed my concerns and made it clear that they only cared about the damage to the property. I re-iterated that this suspicious activity had been going on for months, that it was getting steadily worse, and that if this wasn't addressed by management, next time it might be even worse and destroy my stuff. Shenny then looked me in the eye, smirked, and said "that's what (renter's) insurance is for". Of course, no investigation or action was ever taken by her or management, and the loud, late-night noises continue regularly. I've filed more complaints, and most of them never even received a response from Shenny. I've continued to make it clear how significantly this is disturbing my sleep, and the negative effects it's having on my physical and mental health. I eventually went back to the office and brought more recordings to share in person, but Shenny began gaslighting me. She told me that these were normal living noises and were not violations of quiet hours. When I pointed out that these noises stopped me from sleeping and occurred regularly during the legally mandated quiet hours, she said that my upstairs neighbor just has a "different sleep schedule" and that I'd have to "live with it". When I asked for her to tell me that in writing, she stared at me blankly for a moment and then refused. I followed up that discussion with emails with detailed, specific questions about the situation, and she ignored and refused to answer nearly every single one. I'm now stuck in limbo because Shenny is now ignoring every single one of my emails and resident portal complaints. I have not heard a word from her since. Andy has not responded to a single email. My upstairs neighbor continues to violate quiet hours without consequence. Also, maintenance does not care what day you schedule work for, and shows up and enters the apartment on any random day without any warning. They did this to me, and entered my apartment on the wrong morning while I was sleeping. That was not a one-off event, they have shown up on the wrong day other times as well.
